To initiate FNHW layering via the SRLM platform, various resource materials created under the Swabhimaan programme have been packaged as a toolkit.These have been developed based on an exhaustive, scientific consultative process and are DAY-NRLM approved.

The Swabhimaan programme is being implemented by the Ministry of Rural Development, in collaboration with UNICEF-India. It is a package of 18 essential nutrition (specific and sensitive) interventions delivered through Women Collectives to improve girl’s and women’s nutrition in Bihar, Chhattisgarh and Odisha. The programme focuses on system strengthening and community-based activities led by State Rural Livelihood Mission (SRLM) in line with NRLM's 'Dashasutra' strategy.
The Dashasutra strategy of the Ministry of Rural Development, Government of India aims at holistic development of the community which includes financial as well as social development including improvement in health, nutritional status, sanitation and hygiene practices
These goals are further emphasised by the POSHAN Abhiyan which also envisages multi-ministerial convergence to achieve its target of a malnutrition free India by 2022.
